Purchase of a license gives distribution rights - you do not have to purchase runtime licenses to distribute tasman.bars with your application(s).
The main restrictions in the license agreements are that the components of the SDK other than the tasman.bars Java package (or .Net library) may not be distributed and are treated as confidential, and that the tasman.bars Java package and .Net library may not be used within products whose functionality includes the ability to create products with a barcode reading capability (in other words the SDK cannot be used to create an SDK which includes the same functionality).
